Cell declustering. Without cell_size, scans sizes (default: 30 sizes up
to half the largest extent), each averaged over offsets grid origins, and
keeps the size with the lowest mean (minimize=False: highest). The weights
are averaged over the same offsets origins, so they sum to the number of
samples and mean equals means at the kept size. values may name a
column of coords.
