Majority filter of block classes over a window of parent cells, repeated iterations times; ties keep a block's class and absent cells do not vote. Blocks vote with their volume, so in a sub-blocked model each sub-block counts by the fraction of its parent it fills. Classes may be any labels, or the column of model holding them; the result has the same labels. With domains (one label per block) or the domain_column of model, only blocks of the same domain vote.
